Emma Hardaker


Emma has spent 20 years working within the public sector, initially for the Department of Work and Pensions (DWP), and the last 10 years as an Intelligence Trainer for Law Enforcement. Emma specialised in intelligence analysis and was authorised to train students on behalf of the College of Policing (COP) on the Initial Analytical Techniques Course (IATC), Intelligence Foundation Course and Level 2 Mainstream Cybercrime Course. Along with delivering the mandatory COP training, Emma also designed and delivered a number of advanced level bespoke training courses for IBM i2 Analyst’s Notebook, i2 iBase and Northgate XD Mapping.

Emma is a qualified assessor and currently holds a Level 3 Award in Education and Training and is currently studying for the Level 4 Certificate in Education & Training. She has been a regular guest speaker on the MSc Investigative and Forensic Psychology Programme for Liverpool University and has also presented at the annual Polish Police Intelligence Conference held in Jurata, Poland. Further to her training role, Emma also conducted complex audit and inspection reviews internally and for partner agencies in accordance with the National Intelligence Model (NIM), this included supporting the rollout of major changes to processes within the organisation.

Maria Whelton

Maria worked for law enforcement for over 25 years including 16 years’ experience within the Force Intelligence Bureau in the roles of Intelligence Researcher, Intelligence Analyst, Senior Analyst, Research & Analysis Manager and ultimately as the Force Principal Intelligence Analyst. Maria had responsibility for all Researchers, Analysts and Senior Analysts across the Force. During her time as Principal and Senior Analyst, she coached and trained numerous Intelligence Researchers and Analysts on the production of analytical documents. Maria produced and presented both NIM Strategic and Tactical Assessments which directed police and partner agency resources to reduce threat, risk and harm. She also liaised regularly with other law enforcement and partner agencies at local, regional, national and international levels to share good practice in relation to processes and technology.

Maria’s experience also includes delivering training sessions on the in-house COP Initial Analytical Techniques Course (IATC - which is also known as NIAT). Maria has experience of numerous police systems and trained and used various software applications, such as IBM i2 Analyst Notebook, i2 iBase, i2 iBase Designer, GIS mapping tools and all Microsoft applications. Maria holds a BSc (Hons) in Police Leadership & Management, a Level 5 NVQ Diploma in Management and IOSH, Managing Safely and is currently studying for the Level 4 Certificate in Education & Training.
